Bien que compl\u00e9mentaires, ils r\u00e9pondent \u00e0 des besoins distincts et op\u00e8rent selon des logiques diff\u00e9rentes.<\/p>\n<p>Le PMO adopte une perspective strat\u00e9gique et organisationnelle, \u00e9tablissant les standards, m\u00e9thodologies et gouvernance au niveau de l&rsquo;entreprise. L&rsquo;AMOA, elle, se concentre sur les dimensions op\u00e9rationnelles et humaines d&rsquo;un projet sp\u00e9cifique, en repr\u00e9sentant les int\u00e9r\u00eats du client final.<\/p>\n<blockquote>\n<p><strong>\u00ab Un PMO sans AMOA manque de proximit\u00e9 client ; une AMOA sans PMO manque de cadre structurant. \u00bb<\/strong><\/p>\n<\/blockquote>\n<h2>Les similarit\u00e9s souvent m\u00e9connues<\/h2>\n<p>Ces deux fonctions partagent un objectif commun fondamental : garantir la r\u00e9ussite du projet. Toutes deux interviennent avant le lancement, en phase de pr\u00e9paration et planification. Elles \u00e9valuent les risques, contribuent \u00e0 la d\u00e9finition du scope et mobilisent les ressources n\u00e9cessaires.<\/p>\n<p>Tant le PMO que l&rsquo;AMOA jouent un r\u00f4le consultatif aupr\u00e8s de la direction de projet et doivent disposer de l&rsquo;ind\u00e9pendance requise pour formuler des recommandations objectives et non biais\u00e9es par les enjeux politiques internes.<\/p>\n<h2>Les diff\u00e9rences structurantes<\/h2>\n<p><strong>Orientation et p\u00e9rim\u00e8tre :<\/strong> Le PMO pense \u00ab portfolio \u00bb et \u00ab standardisation \u00bb, tandis que l&rsquo;AMOA pense \u00ab projet \u00bb et \u00ab sp\u00e9cificit\u00e9s m\u00e9tier \u00bb. Le PMO est interne \u00e0 l&rsquo;organisation, l&rsquo;AMOA peut \u00eatre externe (ce qui renforce son ind\u00e9pendance).<\/p>\n<p><strong>Focus client :<\/strong> L&rsquo;AMOA est directement tourn\u00e9e vers la satisfaction du ma\u00eetre d&rsquo;ouvrage et l&rsquo;adoption utilisateur. Le PMO optimise les processus et ressources transversales.<\/p>\n<p><strong>Autonomie :<\/strong> Le PMO d\u00e9pend souvent de la direction g\u00e9n\u00e9rale ou informatique. L&rsquo;AMOA, pour \u00eatre effective, doit rester ind\u00e9pendante des \u00e9diteurs et du DSI.<\/p>\n<h2>La compl\u00e9mentarit\u00e9 en pratique<\/h2>\n<p>Les meilleures organisations combinent ces deux approches. Le PMO fournit le cadre m\u00e9thodologique, tandis que l&rsquo;AMOA adapte ce cadre aux r\u00e9alit\u00e9s du terrain et aux attentes m\u00e9tier.
